The Moroccan Ministry of Industry, Trade, Green and Digital Economy (MICEVN) has introduced a Verification of Conformity (VoC) program. Its main purpose is to protect consumers in Morocco from importing substandard products and to ensure that only safe and high-quality products are approved.

What do manufacturers and distributors have to consider? What special, country-specific regulations could delay or prevent the import of your products?
Which products are listed in the Moroccan VoC program and require a Certificate of Conformity (CoC)?
A wide variety of products are listed for the VoC program. Whether products are regulated or not depends on the Moroccan customs tariff numbers of the products. We will provide you with these when you place your order.
In addition to the VoC program where a Certificate of Conformity (CoC) is issued at the end for the corresponding shipment, it is also important to note that certain electrical products and toys require a CMIM self-declaration (similar to an EC Declaration of Conformity based on the Moroccan directives). The manufacturers or the importers themselves have to attach this declaration, but, of course, our Market Access Experts are available to assist.

For which products must an inspection be carried out in the country of origin before importation into Morocco? For which goods is on-site inspection also possible?
Whether a shipment is certified before or after import into Morocco depends on the Moroccan customs tariff numbers.
TÜV Rheinland can perform certification in Morocco, however, the authority decides to which certification body it will assign the project.
What time and costs do applicants need to calculate?
The costs depend on the value of the goods of each delivery and are also fixed by the authority. Depending on the value, the certificates can cost between 280 and approx. 2300 EUR (depending on the current USD-EUR exchange rate).
In addition, there are costs for additional tests or costs for licenses as well as registrations, which, however, simplify the certification process considerably.
The time required depends on various factors:
- Does the customer already have registered/licensed products and can the certificate be issued directly?
- Is an inspection still needed?
